Welcome to NeonPe. These Terms and Conditions (“Terms”) govern your access to and use of our website at https://neonpe.com, related marketing pages, and the NeonPe retailer bill payment platform at pay.neonpe.com (collectively, the “Services”).
By accessing or using our Services, you agree to be bound by these Terms. If you do not agree, you must not use our website or portal.

NeonPe provides software and infrastructure that enables registered retailers and distributors to fetch utility bills, process payments from a wallet balance, track commission, generate invoices, and manage bill payment operations. NeonPe is a technology platform. We facilitate bill payment processing through authorized payment partners and utility operators.
NeonPe does not operate as a utility company, bank, or consumer-facing bill collection agent at the shop counter. The commercial relationship for bill payment services offered to walk-in customers exists between the retailer and the end customer, not between NeonPe and the end customer.
Retailer and distributor accounts are created only after verification by NeonPe or an authorized distributor. You must provide accurate business information and valid KYC documents including PAN, Aadhaar, bank account details, and address proof where requested.
You are responsible for maintaining the confidentiality of your login credentials and for all activity conducted through your account. You must notify us immediately if you suspect unauthorized access.
You agree to use the Services only for lawful bill payment and related business purposes. You must not:
We may suspend or terminate accounts that violate these Terms or applicable law.
Unless otherwise stated, NeonPe and its licensors own all intellectual property rights in the website, portal, branding, software, documentation, and related materials. You may use the Services only as permitted under your account role.
You must not republish, sell, rent, sublicense, duplicate, or redistribute NeonPe content or software without prior written consent.

When a retailer accepts cash or payment from a walk-in customer and pays a utility bill through NeonPe, that interaction is a retailer-to-customer service. NeonPe provides the software and payment routing tools only. NeonPe is not a party to the agreement, dispute, or commercial understanding between the retailer and the end customer.

If a customer seeks a refund or raises a complaint about service at a retailer shop, the customer must contact the retailer first. NeonPe may assist with technical transaction lookup only where appropriate and permitted, but NeonPe does not guarantee refunds to end customers and is not obligated to compensate customers for retailer misconduct or error.
Bill payments are processed subject to availability of wallet balance, biller systems, banking networks, and third-party payment infrastructure. A transaction is considered complete only when the portal shows a confirmed successful status.
NeonPe does not guarantee uninterrupted availability of every biller at all times. Failed, pending, or reversed transactions will be handled according to portal records and partner rules. Retailers must not treat a payment as final until confirmation is visible in the portal.
Commission rates, setup plans, and wallet rules are assigned based on your role, plan, bill category, and agreement with your distributor or NeonPe. Commission is earned only on qualifying successful transactions as defined in your assigned plan.
NeonPe may update plans, fees, or commission structures with notice where required. Continued use of the portal after such changes constitutes acceptance of updated commercial terms communicated through official channels.
Distributors are responsible for retailers they onboard, including initial verification, wallet discipline, and network conduct. NeonPe may take action against distributors or retailers for abuse, fraud, or repeated policy violations.
Disputes between distributors and retailers regarding commission, wallet funding, or network management are primarily between those parties, though NeonPe may review platform records where necessary.
Our website and portal may use cookies and similar technologies as described in our Privacy Policy. By using the Services, you agree to such use in accordance with that policy.
Bill payments depend on banks, billers, BBPS infrastructure, and other third-party systems outside NeonPe’s direct control. We are not responsible for outages, policy changes, or errors originating solely from those third parties, except to the extent we are required to reflect their status within the portal.
Embedded maps or media on our website may be provided by external services and are subject to their own terms and privacy practices.
To the fullest extent permitted by applicable law, the Services are provided on an “as is” and “as available” basis. NeonPe disclaims all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
We do not warrant that the website or portal will be uninterrupted, error-free, or free from security threats. We do not warrant that all information on the marketing website is complete or current at every moment.
To the maximum extent permitted by applicable law, NeonPe shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of profits, loss of data, business interruption, or reputational harm, arising from or related to use of the Services.
Without limiting the retailer–customer disclaimer above, NeonPe’s total liability for any claim arising out of these Terms or use of the Services shall not exceed the amount of fees paid by you to NeonPe for portal setup or subscription in the twelve (12) months preceding the claim, or INR 5,000, whichever is greater, except where liability cannot be limited under applicable law.
Nothing in these Terms limits liability for death or personal injury caused by negligence, fraud, or fraudulent misrepresentation where such limitation is prohibited by law.
You agree to indemnify, defend, and hold harmless NeonPe, its officers, employees, distributors, and partners from any claims, losses, damages, penalties, costs, or expenses (including reasonable legal fees) arising from:
We may suspend or terminate access to the Services immediately if we reasonably believe you have engaged in fraud, illegal activity, platform abuse, or material breach of these Terms. Wallet balances and transaction records will be handled according to applicable policies and law.
These Terms are governed by the laws of India. Courts at Jaipur, Rajasthan shall have exclusive jurisdiction, subject to applicable law.
We may update these Terms from time to time. Updated Terms will be posted on this page with a revised “Last updated” date. Continued use of the Services after changes are published constitutes acceptance of the updated Terms.
